Tamar E. Finn

Tamar Finn represents competitive providers of telecommunications and information services. She advises competitive providers on a wide range of regulatory compliance and enforcement, contract and business issues.

Tamar regularly assists clients in the day-to-day management of incorporating regulatory compliance into their business and has served as the primary regulatory adviser for clients without in-house regulatory counsel. For example, with respect to intercarrier compensation and interconnection issues, Tamar works closely with clients in developing policy; implementing the policy by negotiating, and if necessary litigating, agreements; and resolving any subsequent contract disputes through dispute resolution, litigation and/or comprehensive settlement negotiations. With respect to information services, Tamar counsels clients concerning regulatory classification and the benefits and drawbacks of such classification and also assists them in developing products to take advantage of regulatory classifications and to defend those classifications before state and federal agencies, the Congress and courts.

Tamar advises clients on all aspects of universal service, including contributions to the universal service fund (USF) and distributions from federal USF programs. For example, Tamar assists clients with developing basic regulatory USF compliance programs, comprehensively planning to manage and potentially reduce their contributions, prosecuting appeals before both the Universal Service Administrative Company (USAC) and the FCC, advocating policy changes, and defending companies under audits and investigations for possible violations of USF laws and regulations. In 2004, Tamar presented a comprehensive E-Rate seminar to clients where she counseled clients on avoiding common mistakes made by service providers and drafting contracts that both protect their interests and comply with E-Rate program rules. In 2005, Tamar made a similar presentation on special issues in USF contributor audits and investigations.
