Thomas J. Spulak

Tom Spulak

is the chair of the Government Advocacy and Public Policy Practice Group. Mr. Spulak assists clients in the development and execution of legislative and executive branch strategies for a wide array of issues that include tax, health, energy, aerospace and appropriations.

Throughout his career, Mr. Spulak has been involved in numerous legislative initiatives of national significance. His clients include Embraer S.A., The Coalition to Advance Renewable Energy through Bulk Storage (CAREBS), Bacardi U.S.A., Inc., Cooper Industries, R.J. Reynolds, Astellas Pharma, Inc., Sibley Hospital and Albany Medical Center.

Mr. Spulak also assists clients in complying with federal and state laws that regulate and require the reporting of, the activities of lobbyists, including the Lobbying Disclosure Act of 1995. He advises and represents clients, with respect to federal and state election laws, including assisting corporations in the establishment and administration of federal and state political action committees.

Most recently, Mr. Spulak served as Outside Counsel to the Democratic members of the U.S. House of Representatives Select Committee to Investigate the Voting Irregularities of August 7, 2007.

Prior to entering private practice, Mr. Spulak served as Democratic Staff Director and General Counsel of the House Committee on Rules, as well as General Counsel to the U.S. House of Representatives. Before joining King & Spalding, he spent twelve years as a partner at Shaw Pittman LLP, also in Washington, D.C.

Mr. Spulak attended the School of Politics and Public Affairs at the University of Miami where he graduated in 1977. He received his Juris Doctor in 1982 from Florida State University College of Law.

Mr. Spulak devotes a considerable amount of time in the service of non-profit entities. He serves as Chairman of the Hospice Foundation of America, as well as Chairman of the Pepper Foundation, a public charity that seeks to address problems faced by older Americans. Mr. Spulak also is a Board member of the Ethics Resource Center.
