Thomas Lingan concentrates his practice in environmental litigation and environmental compliance counseling. He has experience in civil and criminal litigation and administrative enforcement proceedings as well as environmental tort litigation involving property contamination and personal injury issues.
The lawyers in the Environmental Group are familiar with virtually all significant environmental compliance and litigation areas including air, water, solid waste, toxic substances, asbestos, lead paint, community right-to-know, endangered species, environmental impact statement and other areas of state, federal, and local law. Mr. Lingan is particularly well-versed in all aspects of lead-based paint compliance and liability issues. On this issue, he has represented a local housing authority, general abatement contractors, and lenders as well as homeowners.
Significant Matters
Mr. Lingan currently serves as outside environmental counsel for the Baltimore City Department of Public Works, Perdue Farms Inc. and Verizon Wireless, among other clients. Mr. Lingan obtained a defense verdict in a CERCLA cost recovery action in Maryland federal district court and has represented numerous entities at Superfund sites throughout the country. He served as principal outside environmental counsel for the landmark Washington Suburban Sanitary Commission consent decree on sanitary sewer overflows, one of a handful of such consent decrees in the country. He has significant experience in defending citizen suit challenges brought under various federal environmental statutes.
Activities
Mr. Lingan is a member of the University of Baltimore School of Law, Law Liaison Committee; the Board of the Maryland Disability Law Center; the Board of Visitors for the University of Maryland Center for Environmental Studies; the Community College of Baltimore County (CCBC) Foundation Board; and previously served on the Board of Trustees for CCBC, including three years as Chairman of the Board; the Board of Visitors for Coppin State University; and the founding Board of Turning Pages, Inc., a prison literary project.
Mr. Lingan was a recipient of the Daily Record Leadership in Law Award in 2011 and received an award from The Lawyers’ Campaign Against Hunger in recognition of his leadership in founding the organization. Finally, Mr. Lingan was a member of the Greater Baltimore Committee Leadership Class of 2009.
