Thomas R. McMorrow

Mr. McMorrow is a principal in the law firm, is responsible for the firm’s California policy practice and manages the firm’s Sacramento office.

Mr. McMorrow has extensive experience representing clients before the California State Legislature, Congress, and the Executive Branch in both California and Washington, D.C. He has successfully influenced policy in the legislative and regulatory contexts, relying on traditional lobbying, alliance development, public relations, regulatory rule makings, procurement, the courts and administrative proceedings.

Mr. McMorrow is most often retained to help clients resolve intractable policy and operational problems involving both the public and private sectors, particularly related to government contracts. His work is varied. It ranges from helping secure access for the indigent to breakthrough medicines, to helping secure power for the State of California during its infamous energy crisis by helping keep renewable energy generators online, to helping to secure enactment of California’s first-in-the-nation “civil Gideon” law establishing a right to counsel for low income individuals involved in life-changing civil proceedings. Prior to Mr. McMorrow’s involvement the legislation had been vetoed multiple times.

Mr. McMorrow also advises clients on not for profit, mutual benefit, municipal and special district governance, financing and procurement issues. In this capacity, Mr. McMorrow has been called upon as Special Counsel to President Clinton’s Community Empowerment Board, and counsel to the U.S. Department of Housing and Urban Development, the U.S. Department of Health and Human Services, the States of California, Maryland, Massachusetts, Mississippi and the District of Columbia, as well as many local governments and special districts throughout the nation.

In 2009, Mr. McMorrow was named Attorney of the Year by California Lawyer in the Legislation category. He was the only private sector lawyer given the award in the category. Similarly, he has previously been named by his peers as one of the 5 most effective lawyers representing clients before the State of California.
