Timothy V. Kemp

Timothy Kemp is a partner in the Washington, DC and Nashville offices of Butler Snow LLP where his nationwide practice focuses on general corporate matters and financial services and insurance regulation. Tim has represented insurance and bank holding companies, underwriters and agents in a wide range of administrative and enforcement matters before federal and state regulatory agencies, including the CFPB, the Federal Reserve Board and all state departments of insurance. He often works with M&A counsel to perform due diligence, obtain all required regulatory approval(s) when a regulated entity is acquired, merged or dissolved and assists with post-closing administrative and operational integration. He also counsels regulated businesses, or company on matters of compliance, corporate governance and enterprise risk.

For settlement services providers, he frequently analyzes marketing service agreements, business models and marketing practices for compliance with RESPA and other applicable laws and regulations.

As a veteran deputy general counsel for a global public company who has extensive management experience, Tim develops for his clients pragmatic and innovative solutions that help manage legal, regulatory and enterprise risks while keeping sight of the client’s corporate and business objectives.

Tim is a recognized speaker and a contributor to industry publications and forums. He has moderated panels and provided training and continuing education nationwide to boards of directors, legislators and regulators, employee and client groups, and industry trade associations on topics ranging from RESPA, ORSA and other laws impacting regulated businesses to compliance, changing market conditions and regulatory trends. In addition, he has authored and advocated for proposed legislation and testified before state legislative committees, the National Conference of Insurance Legislators (NCOIL) and the National Association of Insurance Commissioners (NAIC).
