Todd Canni offers clients a unique perspective as they navigate the complex government contracting environment, which enables clients to stay ahead of the curve and to anticipate the government’s next move. Mr. Canni derives his unparalleled insight and guidance from formal education where he obtained a Masters in Government Procurement Law and his experience working on all sides of the government-contracting process, including in the Executive Branch with the Department of Air Force as Director, Suspension & Debarment Operations, the Judicial Branch at the U.S. Court of Federal Claims where he counseled the then-sitting Chief Judge in the resolution of government contracts disputes, and with Industry as outside counsel.
Mr. Canni focuses his practice on government contracts counseling, performance disputes, contractor disclosures under the Mandatory Disclosure Rule, internal and government investigations, Buy American Act and Trade Agreements Act counseling, developing ethics and compliance programs and internal controls, suspension and debarment matters, and litigation and protests involving fraud, suspension and debarment, de facto debarment, and non-responsibility determinations.
Mr. Canni is an authority in the resolution of suspension and debarment matters and has successfully resolved numerous present responsibility matters for individuals and contractors before DoD and civilian agency Suspension Debarment Officials. To maintain client confidentiality, a list of representative matters is omitted.
Mr. Canni understands how the federal government investigates and prosecutes procurement fraud and how both civilian and DoD agencies use suspension and debarment. Mr. Canni is also familiar with the World Bank’s Sanctions System and suspension and debarment program and has written on the subject.
Whether it is a Notice of Proposed Debarment, Notice of Suspension, Show Cause Letter, Request for Information, or Administrative Agreement, Mr. Canni is known for developing innovative and creative solutions to ensure his clients sufficiently address the government’s concerns, demonstrate present responsibility, and remain eligible for government contracting, non-procurement transactions, and grants.
In recognition of his experience and standing in the suspension and debarment community, Mr. Canni currently serves as Co-Chair of the American Bar Association’s Debarment & Suspension Committee, which is a group comprised of industry, private practitioners, and government officials dedicated to thought leadership in the area of suspension and debarment.
Mr. Canni holds a security clearance.
