Todd R. Steggerda

Todd is the chair of the firm’s Government Contracts practice. A former U.S. Navy officer and pilot with an aerospace engineering degree to accompany his law degree, Todd offers more than 17 years of legal experience in litigation and enforcement matters in government contracting and other arenas. He handles complex litigation and investigations on behalf of leading national security, defense, technology and international construction companies who provide services and products to the U.S. government.

Over the course of his legal career, Todd has represented clients on qui tam whistleblower suits regarding claims of procurement fraud brought under the False Claims Act, as well as Government Accountability Office bid protests, U.S. Small Business Administration (SBA) size challenges, compliance/ethics counseling and mandatory disclosure regarding federal procurement, and a variety of other advising and litigious matters. He fields enforcement proceedings and controversies involving the Department of Defense; the Department of Justice; the departments of the Air Force, Navy and Army; the Defense Criminal Investigative Service; the Defense Contract Audit Agency; the Special Inspector General for Iraq/Afghanistan Reconstruction; the U.S. Agency for International Development; the SBA; the Department of State; the Federal Deposit Insurance Corporation; and the General Services Administration.

Todd litigates matters before the U.S. Court of Federal Claims and the Armed Services Board of Contract Appeals, and he responds to congressional inquiries related to defense and national security. In addition to leading internal investigations and handling regulatory enforcement actions, Todd has resolved disputes over contractor-related projects and programs in foreign jurisdictions, including Afghanistan, Pakistan, Iraq, Russia and Jordan.

Before joining McGuireWoods, Todd practiced government contract litigation as a partner for a global law firm. He was chief counsel to John McCain’s 2008 presidential election campaign, and he currently serves on the Board of Governors of the Republican National Lawyers Association.
