Trevor L. Wear

TREVOR L. WEAR is a partner with the Healthcare group in the Chicago office. Prior to working in the Chicago office, he spent four years with the Washington, D.C. office. He focuses his practice primarily on healthcare regulatory and compliance matters, including Medicare and Medicaid reimbursement and coverage, Stark and Anti-Kickback law and False Claims Act analyses, government price reporting for pharmaceutical products, compliance program counseling, and healthcare and managed care contracting. Mr. Wear advises a variety of clients on these matters, including pharmaceutical manufacturers, medical device manufacturers, clinical laboratories, healthcare consulting companies, durable medical equipment suppliers, diagnostic imaging providers, physician practices, and medical associations and societies.

Leveraging over thirteen years of experience in healthcare administration and law, Mr. Wear’s practice covers much of the healthcare industry, although he devotes much of his time to counseling pharmaceutical and medical device manufacturers on coverage and reimbursement issues and fraud and abuse and other compliance matters both in the U.S. and abroad. He regularly advises manufacturer clients on the application of, and risk related to, fraud and abuse laws and industry codes of conduct to their relationships and interactions with healthcare providers, third-party payors and administrators, medical associations and societies, and various program vendors. Mr. Wear works closely with pharmaceutical manufacturers to ensure compliance with government price reporting laws, to resolve issues with the government agencies responsible for administering the drug programs, and to defend their practices in civil actions brought by the government and qui tam relators. He also counsels manufacturers on the development and implementation of healthcare compliance programs, by drafting and updating policies and procedures, developing distribution channel and managed care contracting strategies that take into consideration compliance with applicable fraud and abuse and price reporting requirements, advising on implementation issues, and conducting internal reviews.

In a joint four-year program, Mr. Wear received his J.D., cum laude, from Saint Louis University School of Law, where he was the Editor-in-Chief for the Journal of Health Law, and his M.H.A., highest distinction, from Saint Louis University School of Public Health in 2005. He received his B.S., summa cum laude, in Health Information Management from Saint Louis University in 2001. While completing his studies, Mr. Wear performed extensive legal and administrative internships with two of the nation’s largest healthcare entities, where he assisted in the development of managed care programs and the analysis of operational and legal issues.
