Bill represents clients before government agencies in highly regulated industries. As a former legal advisor to the Illinois Gaming Board (IGB), he authored portions of Illinois’ gaming regulations and advised the IGB and the governor’s office on all aspects of gaming law and regulation. Bill draws upon this experience to counsel clients in both the gaming and medical cannabis industries and other industries that have similar regulatory oversight.
Bill guides gaming industry companies, suppliers and investors in navigating complex gaming laws. He regularly defends gaming licensees in disciplinary proceedings before the IGB and has successfully enjoined the IGB from taking away a gaming license without due process. Bill also serves as the Legislative Liaison for the Chicago Bar Association’s Gaming Law Committee.
Bill counsels clients on promotional sweepstakes, contests, fantasy sport leagues and charitable raffles, ensuring that such programs comply with state and federal laws and do not constitute illegal gambling.
Bill also advises clients on Illinois’ Compassionate Use of Medical Cannabis Pilot Program Act, and has helped in acquiring cultivation licenses from the Illinois Department of Agriculture and dispensary licenses from the Illinois Department of Professional Regulation. He assists clients with business formation, operational plans, shareholder agreements and regulatory compliance. Bill advises clients with banking and U.S. Department of Treasury issues relating to medical cannabis transactions.
Additionally, Bill regularly litigates in administrative hearings, trial courts and appellate courts. His litigation experience includes acting as lead counsel in state and nationwide class actions. Bill has represented regulators as well as private sector clients in gaming cases. He also handles commercial and regulatory disputes between competitors.
