William Minor counsels corporations, associations, professional firms, nonprofits and individuals on federal and state lobbying, campaign finance, and government ethics laws and rules.
William advises clients on compliance with lobbying statutes and rules, including the Lobbying Disclosure Act of 1995, the Honest Leadership and Open Government Act of 2007 and the Foreign Agents Registration Act, as well as related matters, including the congressional and Executive Branch gift and travel rules.
William also advises clients on campaign finance compliance, including the provisions of the Federal Election Campaign Act. He represents clients before the Federal Election Commission and other agencies, and advises them on the creation and management of political action committees (PACs). He counsels both individuals and PACs on contribution limits, strategies and compliance.
In addition to the aforementioned federal statutes, William regularly provides guidance on state and local lobbying, ethics and campaign finance laws.
William also represents clients before Congress and the Executive Branch on a variety of issues, including energy and climate change, financial services, e-commerce and privacy law.
