William’s principal area of practice is public finance. He has experience with both taxable and tax exempt financing, including long term revenue debt and short term debt programs, such as commercial paper and private place notes. William has experience in the energy sector, supporting the creation of a comprehensive fuel and energy risk hedging program.

Prior to joining Andrews Kurth, William served as in-house counsel at a major public power utility providing electric generation, electric transmission and water across Central Texas.
