A 15-year veteran of Capitol Hill, Will Nordwind focuses his practice on government relations and congressional investigations, with a concentration on matters within the jurisdiction of the House Energy and Commerce Committee, which is chaired by Rep. Fred Upton (R-MI), for whom Mr. Nordwind worked for over 12 years.

Co-Chairman of Venable’s Legislative Practice Group, Mr. Nordwind represents clients on legislative matters including: telecommunications; energy; food, drug, and cosmetics; environmental; consumer product safety; telemarketing; automotive; intellectual property; and congressional investigations.

Starting as a field volunteer on Rep. Upton’s first congressional campaign in 1986, Mr. Nordwind served in a number of capacities with Rep. Upton, including counsel and policy coordinator to the House Energy and Commerce Subcommittee on Telecommunications and the Internet (which Rep. Upton then chaired) and a variety of roles within Rep. Upton’s personal office, such as deputy chief of staff and legislative director/counsel when Rep. Upton was then chairman of the House Energy and Commerce Subcommittee on Oversight and Investigations (O&I).

As counsel and policy coordinator to the U.S. House Energy and Commerce Subcommittee on Telecommunications and the Internet, Mr. Nordwind advised Chairman Upton and subcommittee members on all aspects of telecommunications policy and coordinated all of the Subcommittee's hearings, legislative activities, and oversight of federal agencies within the jurisdiction of the subcommittee, including the Federal Communications Commission and the Department of Commerce's National Telecommunications and Information Administration (NTIA). During his tenure, Mr. Nordwind helped shepherd through the legislative process significant legislation, including the Communications Opportunity, Promotion, and Enhancement Act of 2006, the Truth in Caller ID Act of 2006, the Digital Television Transition Act, the Junk Fax Prevention Act of 2005, the Broadcast Decency Enforcement Act of 2005, the E-911 Implementation and Efficiency Act of 2004, the Commercial Spectrum Enhancement Act, the Controlling the Assault of Non-Solicited Pornography and Marketing Act ("CAN SPAM Act"), the Dot Kids Implementation and Efficiency Act of 2002, and the Auction Reform Act of 2002.

In addition, Mr. Nordwind served as legislative director/counsel to retired Rep. Deborah Pryce (R-OH) when Rep. Pryce was then a member of House GOP Leadership and the House Rules Committee.
